To have an access permission to prevent users from Placing Orders on Sales Order & Purchases Order but still have the ability to capture lines and quote

Currently there is only access permission for Sales Order Entry/Purchase Order Entry. Allow to Issue Stock, Allow to Process Customer Invoice and Sales Order Confirm.
Describe how you see users benefiting from this feature.
Users will benefit as they will be able to prevent certain users from placing order and only Quote. Users will benefit from seperation of duties
By not having this feature what challenges you foresee.
The client is not able to prevent certain users from placing an Order both for Purchase Orders and Sales Orders.
